This Statement articulates the major elements of our Air Force Posture - our strategy for fulfilling our role in defending the Nation and its interests; our contributions to winning the Global War on Terrorism; our most critical efforts and concerns; and our top priority programs. Three overarching Service priorities serve as the organizing principles for all of our efforts: Winning Today's Fight; Taking Care of Our People; and Preparing for Tomorrow's Challenges. The Air Force's top acquisition priorities specifically begin to address our critical recapitalization and modernization needs the new Tanker (KC-X); the new Combat Search and Rescue Helicopter (CSAR-X); modern space systems to provide capabilities vital to our Joint warfighters; the F-35A Lightning II; and a new Bomber we intend to field by 2018. We will continue our efforts to modernize and protect America's vital air, space, and cyberspace capabilities. We strongly recommend extending the existing C-130J production line. We are also concerned with preserving America's aerospace industrial base. Additionally, we seek relief from restrictions on the retirement of aging, worn-out aircraft which are increasingly unsafe, unreliable, and obsolete. The Air Force is highly engaged in national efforts to assure sustainable energy, and we will continue to push the performance envelope on fuel efficiency and renewable energy technologies. We are committed to the Joint Basing initiative and want to work through the transfer of total obligation authority (TOA) and real property control without impacting command authorities, reducing installation service support, or negatively affecting quality of life. Finally, we will continue our practice of recruiting and retaining the world's highest quality Airmen. We will build upon our successes in achieving Total Force Integration of our Regular, Guard, Reserve, and Civilian Airmen.

The late 1970s was an era that most, if not all, defense analysts agree was a period of a 'hollow' Air Force. Many indicators drove this conclusion, including dips in equipment readiness rates and personnel, training, and logistics statistics. In the 1990s, the Air Force is experiencing similar dips in indicators. Senior Air Force leadership has drawn short of using 'hollow force' to describe the current Air Force situation. However, many parallels exist between the two eras. In addition, there is significant disparity between forward and deployed readiness levels in the 1990s. Can it be said that when compared to the late 1970s, the Air Force is 'hollow'. If the answer is 'no', then could it be said that CONUS forces are experiencing a 'hollow force' situation. This paper compares and contrasts the past with the present using recruitment, retention, pay comparability, and mission capable and cannibalization rate indicators and draws conclusions on whether or not the Air Force is currently experiencing a 'hollow force' situation.

The US Air Force Statistical Digest summarizes the great volume of statistical information collected and published by the various offices in USAF Headquarters and certain Air Force Commands. The more important data on the many activities and operations of the USAF are brought together on a uniform basis to serve as an official and basic reference manual. The 1948 Statistical Digest is the third edition in the annual Series. Original editions- Army Air Forces Statistical Digest (World War II) and Supplement Number 1, 1945 were followed by AAF Statistical Digest, 1946 and USAF Statistical Digest, 1947. The 1946 and 1947 editions made available Air Force statistics in summarized form as far back as available, with the exception of Combat Operations. The latter data is found only in the 1945 editions. The present issue is the first strictly annual publication and historical continuity may be accomplished by referring to the previous publications. Many new tables have been added on data which has become available during the preparation of this issue. An effort has been made to cover all phases of the Air Force activities for which this publication is the official statistical yearbook.
